Outline and Purpose of the Course 　This course aims to acquire basic knowledge on the economic, institutional and political causes of environmental degradation and unsustainable development, and policies instruments and measures, and how they are implemented in action. Through lectures, group works, presentations, and writing assignments, students are expected to understand how economic, institutional, political factors impact stringency of environmental policy and environmental performances, and how environmental policy instruments impact on environment, economy, and society.

　本授業は，環境悪化や持続可能でない発展の経済的・制度的・政治的要因と，それを克服するための政策手段・制度に関する基礎的知見，そしてその実際に関する知見を取得することを目的とする．そして講義とグループワーク，発表，レポート作成を通じて，経済・制度・政治要因が環境政策の厳しさや環境改善に及ぼす効果，及び環境政策の経済的手段が環境・経済・社会に及ぼす影響を理解することが期待される．
Course Goals 1) Students will understand how economic, institutional, and political factors have impacted on environmental performance in terms of stringency of policy instruments and quality of the environment by calculating relations with data.
2) Student will acknowledge economic instruments of environmental policy in theory and practice.

1) 経済・制度・政治要因が環境政策及び環境改善・悪化にもたらす効果を，実際のデータを用いて関係を計測することを通じて体得する．
2) 環境政策の経済的手段が環境・経済・社会に及ぼす影響を理解する．
Schedule and Contents Class Description/ 授業計画
　The first half gives lectures on the economic, institutional, and political factors that can affect environmental performance, and give datasets so that students will estimate the relations between these factors and environmental quality in practice.
　The second half of the course will deal with theory and application of economic instruments for environmental policy. It discusses their theoretical backgrounds and how they work in practice of environmental policies. We also cover more recent topics, such as renewable energy policies, carbon crediting mechanisms, and internal carbon pricing.

　本授業の前半では，環境政策及び環境悪化・改善に影響を及ぼしうる経済的・制度的・政治的要因に関する講義を行ったうえで，それらが実際に環境にどのような影響を及ぼしてきたのかをデータを用いて疑似体験する．
　後半では，環境政策における経済的手段の理論と実践について取り扱う．講義ではその理論的背景や，それらが現実の環境政策でどのように機能しているかを議論する．また，再生可能エネルギー政策などのより最近のトピックについてもカバーする予定である．

Evaluation Methods and Policy Evaluation is made based on group presentation (40%) and group writing assignment (60%) in the first half. Students get qualification for evaluation when they play meaningful role in the presentations and submit all the writing assignments by the deadline. Active participation in the discussion is positively counted on. In the latter half, the grading is based on the active participation in the discussion in the class (50%) and quality of short research presentation (50%).

　成績評価は，前半はグループ報告（40%）とグループレポート（60%）に基づく．ただしグループ報告において意味のある貢献を行い，レポートを期日内に提出して初めて成績評価の対象となる．授業中の議論への積極的な参加は，加点対象とする．後半は，授業での議論への貢献度(50％)と簡単な研究報告の質(50％)に基づく．


Achievement level is assessed by GSGES's criteria.

Course Requirements None
Study outside of Class (preparation and review) 　In the first half, students are required to take video lectures of the previous years before the class to deeply understand the points at the lecture, and apply it at exercises after the lecture. They are also required to obtain google accounts in advance so that they can do group works on the google workspace. The group presentation at the end of the first half, and the subsequent group writing assignment will be an interpretation and discussion of the results of each exercise.
In the latter half, students are expected to read assigned materials and prepare questions and comments for class discussions.

　前半では，講義では議論となっているいくつかの主要なトピックスを概説するに止まるため，授業前に前年の講義をビデオ視聴しておくことが求められる．またgoogle workspace を用いてグループワークを行うため，事前のgoogle account取得が必須である．2単元ごとに1つの推計実習を行い，前半授業最後にその結果を解釈し，議論したものをグループで報告し，レポートとして提出することになる．
　後半では，指定された文献をあらかじめ読み，ディスカッションのための質問やコメントを準備する必要がある．
