Outline and Purpose of the Course In this course, we will take up basic framework on environmental policies as well as a variety of topics related to climate change, waste management and recycling, and other environmental measures through international cooperation. To this end, we will also offer theoretical perspectives on environmental economics and insights gained from practical experiences in the field of policy-making.
Bearing that in mind, students will deepen their understanding on current status and challenges regarding environmental policy planning and implementation, and reflect on how future environmental policy should be.
Course Goals To acquire basic knowledge and the way of thinking needed to carry out measures such as policy planning for environmental conservation, through understanding on concepts of environmental policy in Japan
Schedule and Contents In this course, the following themes will be addressed (the order of the themes is subject to change).

1. Transition of environmental problems (Itoh)
2. From Basic Law for Environmental Pollution Control to Basic Environment Law (Itoh)
3. Basic Environment Law and structure of environmental policy (Itoh)
4. Basic Law for Establishing the Sound Material-Cycle Society and waste management and recycling policies (Itoh)
5. Measures against environmental pollution by radioactive material (Itoh)
6. Measures against climate change at the global/national/local level and economic approaches (twice; Taketani)
7. Pollution control and measures against pollution-related health damage (Taketani)
8. Co-existence of society and nature and integrated development of environment, economy and society (Taketani)

Evaluation Methods and Policy Evaluation will be based on:
- Itoh; an end-of-the-term examination (40%)
- Morotomi; attendance at the class (10%), reports and presentations on the literatures that the participants will read in the class (20%), and active participation in the discussion (10%))
- Taketani; attendance at the class (10%) and an end-of-the-term report (10%)
Course Requirements While students are not required to have basic knowledge on environmental problems in advance, it is desirable that students show interest in solving such issues.

Study outside of Class (preparation and review) Students can be directed to review references before the next class (when appropriate). During session 9-13, students are required to prepare a presentation on the summary of a couple of chapters in the textbook that the participants will read in the class.
