Outline and Purpose of the Course Sustainable Development and Public Policy: Finance and Environmental Economics II
In the second semester of this seminar, we shall be shifting from classroom learning in the first semester, to the creation of joint seminar papers for the purpose of an inter-seminar with Keio University. While 3rd year students are expected to assume the major roles of responsibility, 2nd year students may also participate in essay writing under the guidance of 3rd year students. In terms of desired educational outcomes, students are expected to learn techniques for conducting investigations and researching literature, essay writing skills, approaches to preparing presentation material, and ways to give effective presentations. With respect to the essay topic, students are expected to write about finance or the environment. Participants will be placed into their chosen groups and proceed to work on the essay as a team.
Course Goals The most important aspect of this seminar the inter-seminar with Keio University. During this inter-seminar, students will be able to choose topics to investigate, read texts, collect material, conduct surveys, formulate problems for analysis, discuss topics with other group members, and write joint reports. Through these activities, the students will be able to acquire core "academic skills." Furthermore, on the day of the inter-seminar itself, students will be presenting the contents of their joint papers using PowerPoint before subsequently engaging in debate. Taking part in this process as a whole will certainly provide a significant boost to the seminar students' abilities.
Schedule and Contents [1] Joint Essay Writing in Preparation for the Inter-seminar ? Participating in the Keio University Inter-Seminar (10 sessions)
 In this seminar, we hold an ‘inter-seminar’ (joint seminar) once a year with Keio University’s Kaneko Masaru seminar and Ide Eisaku seminar. This usually takes place on the final weekend of November (the location alternates between Tokyo and Kyoto every year). The seminars at each university prepare joint papers for this event, present them orally, and then engage in debate about the contents.
 In order to prepare for the inter-seminar, students form teams and carry out research independently, speak with industries and municipalities, and cooperate in order to finish writing the essay. Through this process, students experience an intellectual stimulation that they simply cannot obtain from a classroom setup. This is a unique learning opportunity that significantly contributes to the development of their abilities. The work also helps bring the seminar students closer together, giving them a chance to forge friendships with like-minded individuals, which could have otherwise been difficult in other settings.
 Every year, seminar students split into environment and finance groups for the joint essay writing work. Participating students will then choose whether they prefer to focus on the environment or finance, and select a paper topic along with their seniors. They subsequently carry out research, read and summarize relevant literature, write the section of the joint essay, which is assigned to them, and present their report during the inter-seminar.
 Finally, students participate in a debate that comes after the reports.
[2] Group Reading of Texts On Finance and the Environment (5 sessions)
Given that the inter-seminar concludes by the end of November, we try to look for good-quality texts related to finance and the environment from December to January, which can deepen our understanding of these topics when we conduct group readings.

Evaluation Methods and Policy Evaluation will be made on the basis of the reports in the seminar (70%) and participation in the discussion (30%).
