OCW
OCW was advocated at MIT (Massachusetts Institute of Technology) in 2001 as a project to publish teaching materials such as lecture syllabuses, lecture notes, and tests on the Internet free of charge, and the website was launched to the public in 2003.
The OCW initiative was introduced to Japanese universities, and six universities including Kyoto University started each OCW initiative at the same time in 2005. In the following year, they established the Japan OpenCourseWare Consortium (currently Open Education Japan, commonly known as OE Japan) with four more higher education institutions. While interacting with other organizations, the OCW initiative in Japan has gradually expanded. For details, please refer to the History page of the OE Japan website.
The Open Education Global (formerly the International OpenCourseWare Consortium) was established with more than 200 OCW-related organizations, interacting with universities and companies promoting the openness of education including the OCW.
The OCW activities has been now redefined as one of the Open Educational Resources (OER) initiatives. The OER is an educational resource that permits no-cost access, use, adaptation and redistribution by others with no or limited restrictions. At the 40th session of the General Conference of UNESCO held in November 2019, the "Recommendation on Open Educational Resources (OER)" has been adopted.
