Outline and Purpose of the Course Since the Great Depression in the 1930s, regional development policies have been implemented in Japan and around the world. This course mainly tracks how regional development policies have been implemented by the national and local governments of Japan, and considers the factors that did not produce the originally-targeted results. As economic globalization progresses, many local governments are creating regional sustainability by fostering Power of Regional Reinvestment (PRR) with an emphasis on regional individuality. With this point in mind, this course will explore the future direction of Japan.
Course Goals To understand the development and result of regional development policies focusing on Japan, and to acquire basic knowledge about the ideas and policy directions necessary for future sustainable development of regions.
Schedule and Contents This course will proceed in the following order.
① Regional economy formation and regional development policy
② Enactment of Comprehensive National Land Development Act
③ Rapid growth and new industrial cities
④ Prime Minister Tanaka’s “Building a New Japan”and New Comprehensive National Development Plan
⑤ Third Comprehensive National Development Plan and initiative to promote settlement areas
⑥ From Fourth Comprehensive National Development Plan to National Spatial Planning
⑦ Economic globalization and regional economy
⑧ “Advancement”and regional economy
⑨ Depopulation problems and resort development
⑩ Location of nuclear power plant and the local economy
⑪ Urban redevelopment and “growth management”
⑫ Rural regeneration under the global economy
⑬ Local government mergers and“ Doshusei”, and the regional economy
⑭ The way to regional regeneration where each person shines
⑮ Regional Economic Studies for Earthquake Disaster Reconstruction
Evaluation Methods and Policy Comprehensive evaluation based on attendance record and exam/report (50% each).
Course Requirements None
Study outside of Class (preparation and review) For preparation and review, students are encouraged to study on their own, using textbooks and reference books, resumes distributed in each lecture, and references shared during lectures. Based on the premise that the readings are done, the instruction will be given on report assignment during lectures. Students are expected to focus on researching materials and literature for that assignment.
